Cleared of conflicts, by the ChronicleBut possibly violate Board Policy, what do you do to a Chancellor? "Martinez said Spangler and Tyler immediately asked the HCC Office of Systemwide Compliance to determine if they faced a possible conflict." Here is the Chronicle link to the above statement. Now we know that Mary and Art were not quite truthful in the above statement issued by their attorney. The reason being that they formed their company in January of 2010 and did not ask until Trustee Yolanda Navarro Flores brought it to the Board's attention. At the very minimum they should have done what Board Policy states "consulted with general counsel and or EEO. The Office of Systemwide Compliance was not in existence when Mary and Art formed iCEPS so they could not have taken their company and the potential conflict to Systemwide Compliance. I have asked for any information that has been supplied by Mary Spangler and Art Tyler the one memo is the only information that HCC has provided. I have asked for it in different ways to see if they are playing games and to this date the memos below is it. How could someone conduct an investigation on something they know nothing about? Is that the reason that HCC is now looking for someone to replace the current person in charge of the department. They need to remove people that may be aware of what did and did not occur? Here is the job posting for the job. There was a Board Policy in place as to what they were suppose to do. I have the policy below. Now what were Mary and Art suppose to do? They report to themselves? I see a real conflict problem here. In essence they decide if they are in conflict or not. It was only when a Board Trustee discovered that they had formed a company that they decided to ask someone else if there was a conflict. So who do they ask someone that is part of their chain of command, a department that was formed to go after two Trustees who dared to try to cut Mary's and Art's contracts. What do the other Board Trustees do they censor the Trustee for daring to report a potential conflict. Well I am getting a package together that will go to SACS. The last time that SACS placed HCC on probation was for .... drum roll. Failure to have appropriate policies in place to oversea finances and operations. I don't know if SACS will do anything but some packages were delivered to State Officials in Austin. I keep hearing that the DA has picked up on the documents that I have posted. I know that I am getting about 1,000 hits a day, that ain't bad. What do you do when the Chancellor and Vice Chancellor may have violated Board Policy? The Board Chair will keep trying to extend their contract? We are following those leads right now. Like I like to tell people there are two things that make things move 1) one is money and the other is 2) a pretty woman, we aint got a pretty woman involved here so that leaves money. Memos Following the Board policy is the memo that was supposedly sent by Spangler and Systemwide response to memo. The memo was sent on Sunday and by the next day they are cleared. They could not even get their memos to match. Spangler's memo was sent on Sunday! Systemwide states the memo was on Friday. There was no memo on Friday or someone got the dates wrong. Either way what kind of investigation can be conducted in such a short time? Why not a full investigation there is a lot more to this iceps and all the international initiatives that HCC has with private individuals and/or companies. We will get to the bottom of all of this, we have contacted several attorneys who are ready to make a name for themselves. Saldivar may be an attorney, HCC has more attorneys than some medium size cities and more than HISD if I am not mistaken. Note Lately Houston Community College has done almost every thing it can to prevent the release of public information, this past Friday they could not give us the information because the IT person could not get there in time to burn a disk. Several times because Waiters (records person) was not there. It seems that the employees can not do anything when Waiters is not there. I sure hope they don't have to go to the bathroom. All of this delays will be in the folder to SACS. I wonder if HCC is put in probation if that will jeopardize the Qatar contract?
